Propane leaking out of holes on new regulator HELP!!!

I am just setting up a new minor and I got the oxygen done. I did the propane the same way and gas comes out the holes on the round part of the regulator. Whats wrong????

You've got a bad regulator, probably a blown diaphragm. Return it to your dealer and exchange it for a new one.
