I was wondering if anyone knows why my flame keeps fluxuating from a tiny flame to a large flame without me touching anything. I am using a minor and tank O2. Please Help

Are you using tanked propane? You could have your propane regulator set too low. Try bumping it up to 5-10 psi if it is set lower than that. Also, if your tank is outside where it gets heated up from the sun, you could notice some fluctuation from that.
Have you just gotten a new tank of propane, or just gotten your tank filled? Don't ask me why this happens, but on occasion, I've had this problem when I've just gotten new propane, and the only solution I've found is to get a new tank. I go to a place where I exchange tanks, so I just ate the cost of the barely-used one and paid for a new one. (I figured it wasn't worth fussing over for $15.) If you go to a place that fills your own tank, I don't know. I'd talk to them about it. Maybe they can drain it and refill it.
Try changing the setting on the regulator first. Do you have someone who can babysit your torch while it's lit? When you turn your torch on and light it, the pressure at the regulator may drop a little bit. It might be that you're trying to set it at 5, actually setting it a little lower, and when you light your torch it's going lower still, so low that it can't reliably hold the pressure. If you have someone to stay with the lit torch, you can run out and see what your regulator reading is while your torch is lit. (Because your propane tank is outside, right?)

This may be a result of particles in the regulator and or the regulator needs to be calibrated. Make a practice of covering the regulator with a clean rag when swapping tanks to avoid collecting particles of any kind inside the connection.

And along those same lines, when I run tanked, I always turn on the oxygen and blast out any debris before connecting my regulator.
