How to make flower with multi-layer petals?

Could anyone please tell me how to make a flower with multi-layer of petals and each layer of petals is raised or has a gap in between? I try puting the dots by layer but they just stick all together. Do I need to cover each layer with clear glass to get that multi layer effect?
Any tutorial on different ways of making different kind of flowers will be great.

Yes, petal layers are seperated by a layer of clear.
