Mini CC

I have a new/used mini CC torch. I looked on the Carlisle site and it says 2-3 for propane psi and 5-6 oxygen psi. My question is, do you open up the valves on the tanks themselves all the way or just a little bit? I know on the HH on propane, they said open all the way, but was not sure if I needed to do this now that I have the dual-fuel torch.

Any help would be wonderful!

you should always poen them all the way.
