I use the Photo Manager that was originally bundled with Microsoft Office. Not surd if it is still available or not

I've been quite happy with Pixlr (I think it was a free app of the day on Amazon) it's fairly robust & you can select the size file you want to save.

I'm an Adobe gal, so Photoshop, Illustrator, After Effects, etc..

IIRC you can get Photoshop Elements for less than $100. Its a toned-down Photoshop, but great for photo manipulation.

Depending on your needs, and budget, there are various options. GIMP is a free alternative to Photoshop, but does have a relatively steep learning curve. Paint.Net is a free editor with basic capabilities. For basic admin, resize and basic manupilation, XNView is very capable.
