It's a sulfuric/nitric acid mixture. You can neutralize it with either baking soda or washing soda (washing soda is more efficient). Dilute the sludge with water and add the soda, doing it outdoors as it will fizz and foam a bit as well as probably get a little hot. The result is a relatively harmless salt that can be washed down the drain.
