When I used a hothead in winter, if it was too cold, my torch would do just exactly what you are describing. if you are keeping your propane tank somewhere where the temperature is below freezing, your hothead won't work. Pretty much the only thing you can do is wait for the weather to warm up. If you do not have cold weather affecting your pressure than I don't know what to tell you.
