Looks like wire wrapping to me, too, and it's beautiful!

Beaducation also has some free video classes about wirework, including coiling by hand or with a drill. You can also buy a coiling gizmo that helps make uniform coils, but for this bracelet I bet it's not so hard to just coil directly on the fatter wire.
