Look at the direction the feather goes, they made the ornament, left a small length of tube at the top and let it bench cool, or annealed them.
The hole for entry only has to be as wide as the spine of the feather since they compress down nicely. Pop in the feather, then carefully heat only the tubing bit at the top to shape into a loop and you're done.
