For making a basic "spoon" pipe 25 X 4 is the best to start with, if you want to do
outside decoration. For inside out, it is easier to use a larger diameter with thinner wall
thickness.
Contrary to what was stated above about tube nomenclature the first number is the outside diameter of the tube, the second number is the wall thickness, 25 X 4 has an
inside diameter of 17mm.
