I don't think that is normal.

I have been told that oxygen tanks have seals on the valve stem that you open to get the oxygen to flow.

The seals are on the top and the bottom so you have to open them all the way until it won't open anymore or close them all the way closed.

Other wise you will get oxygen leaking out around the stem.

Use a spray bottle with slightly soapy water to find the source of your leak.
Spray everything until you find the bubbles.

I have heard of people loosing a whole tank because they did not run the valve all the way to the fully open position.
