If you were working with a chemical equation (x amount of oxygen mixed with y amount of fuel gives you z amount of heat output), then, yeah. BUT... torches are not 100% efficient and the heat that is produced is not always directed into the flame. With some torches, a great deal of the heat is lost to the atmosphere surrounding the flame and back onto the torch body, itself.
