Default Photoshop Elements

Is theire a hugh difference between the different versions of Photoshop Elements? One store is selling Elements 6, while another store says they will have version 7 at the end of the month. Should I wait for the latest version?

You can always upgrade when the new version comes out.. I'm not sure if there is a fee to do so or not.

I would wait for PS Element 7. There is always an upgrade fee for Adobe products. If you purchased an older version within a certain period of time before the upgrade becomes available, sometimes you may be able to get the newer version upgrade for free but there is no guarantee. Since Adobe alreayd released 7 a couple of weeks ago, I would wait for your store to have it or purchase it directly from Adobe.
