Could anyone tell me who has the best and biggest selection of 96 rods?

Keep in mind when talking about 96 COE, rods are very thick. What you'd typically see in a 104 COE is referred to as cane. Uroborus and Spectrum are the exceptions. Make sure when you order, you ask for the correct thickness. Olympic Color Rod ( www.glasscolor.com) is where most of us buy our cane and frit. Spruce Pine Batch is another source. There are others out there.

Gaffer are very thin. Kind of a pain if you make large beads but gorgeous colors and easy to work with.

Olympic sells by the 1/4 kilo (as does GafferUSA). So you get about a half pound of cane per color. They have both Uroborus and Reichenbach.
Gaffer will also sell by the cane and if you wanted thicker ... you can request it and they will attempt to fill your order with thicker pulls. The Gaffer Girls hand pack your order and are great to talk to/work with.
If you want to try some colors in smaller amounts ... by the rod/cane ... Howaco has a nice selection of Uroborus.
These are my typical go to sources.
Shawnette has also been running a bulk buy for Uroborus in the Garage Sale area. You may want to check that out.

Don't forget Kugler! I think that's my favorite palette for 96. Make sure you look at CANE, not rod.
