I'd contact Shelbo himself and ask if he teaches. Nice guy, but making things out of glass, including the goblin heads is how he pays his bills.

As far as I know he doesn't teach, only sells them as a Shelbo exclusive...

If you email Glass Alchemy, they will send you a color chart of their glass. It's a whole poster of Goblin heads!!! I have one framed in my studio.

Mike Shelbo does have an etsy shop but doesn't make goblin heads very often though he does make them upon commission (I commissioned one). He's also on FB. His goblin heads usually range from $175 - $350.

I'd contact Glass Alchemy for his contact info

Sharon Peters teaches goblins in one of her classes. She's actually teaching that class in July in Rochester: http://www.studio34beads.com/

She didn't teach goblins in the class that I took a few years ago, but the basics are pretty much the same and you just use your imagination. Here a some I've made:

Mike Shelbo posted on Facebook the other day that 2014 was going to be a year for more goblins. He is planning on making the more available

Got to see Shelbo make a goblin last year at the Art Glass Invitational. It takes him several hours to make one and that doesn't include the time it takes to create the cane for the eyes. Seeing him do one will totally explain why they aren't inexpensive. After seeing how the eye cane was made, the entire week at AGI was "eye week". Several of us made our own eye cane and then exchanged them to make something out of them. I have always wanted to learn to make eyes and can't get enough. Here is a picture of some of the eyes I made at AGI:
