Anyone know what the heck this is, and what it's for?

Wow! Are you sure it's a glass tool? The positioning of the 2 thumbscrews suggests it's for setting an "offset" of some kind, like establishing a border on a piece of sheet glass, but that's just a wild guess. Whatever it is, I'm sure I need one!

No, I'm really not sure! I bought it with other glass stuff and the person was mostly into fusing, so you may be on the right track.

I have never seen one that looks exactly like that but I am almost positive it is for putting a scalloped edge on glass.

What's funny is I picked it up because it was with instructions for a tool used to twist wire. I figured I'd work out how to use it when I got home, and it took someone else to point out to me that the instructions weren't for what I got. I was a little disappointed. I'm shocked at how expensive these are.
