There are a number of ways to attach a bail to a pendant. One is the Shepherd's hook, a bead or poke a hole through glass added and melted in at the top. A graphite ream is needed to make the hole to size.
These are two examples using the melted in scenario.
Clear can also be use, but will generally not have a smooth interior as seen from the outside. Thus a darker color glass for the bail is generally a good idea. However, practice with clear as it is less costly than boro color.

If you mean like a metal Bail...you can get some peters tweezers or handy andys(better) to puncture holes in the glass while hot.

I know a guy that writes a book about making pendants. He shows a few different bails in it...

Here's another shameless plug I don't do this often, but the tool I figured out really works well for holes if the other methods don't work for you!

So do peter's tweezers, handy andys, bail biters, and the humble tungsten pick.
I'm partial to the bail biters as my go to tool for holes.

Handy Andy's are my go-to tool but really you don't need a tool to make a loop, though it's helpful to have something like a reamer or something to open it up once you've made it.
