HHO is Hot.
I have a small hand torch that uses HHO gas, it literally runs on water and about 12amps. I absolutely adore the thing, it will melt anything damned near instantly and you can preheat chunks of glass without shocking them in just seconds. No fumes, no pressurized tanks, it really is amazing.
Here's the 'safety' issue with it...
HHO is a literal Light Saber. It doesn't just burn you, it instantly sublimates any part of you that you are careless enough to put it in it's path. I was using it to melt in a punty mark on a small sculpture I was making once and had a magnifying glass hooked to my bench that I had to reach around and for some reason, I stuck my finger right in it. It was into the bone before I even felt it, that fast. It only has an ambient temperature of like 250F when it is burning, and only starts generating high temps when it comes into contact with another material so it absolutely will fool you into thinking it isn't that hot. It's not like Oxy-Propane where you have that split second to say 'Ouch' and get out of the way.
