Default Web building Software

I need to build a web-site and/or finish the one that was started for me.

What's the best program to use for someone who's never done it?

I'm going to have some time off work and I thought it would be a good time to learn.

I know that Frontpage and Dreamweaver are two popular ones.

I've used Frontpage and it is simple. Lots of people don't like it because of all the stuff Microsoft has in the code. (aka 'dirty code') Also it doesn't always display properly.

I really want to tinker with my site and can't afford a lot for software or design help. So it is always a work in progress. I'm going to check out some of the suggestions you've gotten and hope more are posted. I've tried to get a good book to learn html, but it got so deep into xhtml and a bunch of other stuff I had to chose I quit.

I use Adobe GoLive, but they don't make it any more. If you can find a copy, it's the best one out there. Adobe bought Macromedia, so they are selling Dreamweaver now, which is a step backwards from GoLive, but it will still work.
